JOHANNESBURG – Landlords are struggling to evict tenants who are not able to pay rent but refuse to move out.
The Sunday Times reports that an occupant of a penthouse in Durban has not paid rent for over a year. 
However, owners are expected to continue paying taxes, rates and other costs.
